The service is free. The name is the reason nobody uses it.It is called the Single Entry Approach, shortened to SEnA, and it is DOLE's mandatory 30-day conciliation route for labor money disputes. You file a Request for Assistance at any DOLE regional, provincial or field office. The form is free, filing is free, and there is no lawyer in the process. It covers unpaid wages, overtime, holiday pay and night differential. The reason it stays a secret is that it sounds like paperwork rather than a way to get money back. What actually happens is that DOLE calls both sides into a room, up to three times, and the whole thing must conclude within 30 days unless both parties agree to extend. Most disputes end there, which is the point: it exists so that people who cannot afford to sue can still be paid. | › | One. File the Request for Assistance. Any DOLE regional, provincial, field or satellite office will take it, and in some regions you can file by email or online. Name yourself, name the employer, state the amount, say what you want. | | › | Two. Bring the evidence with you. Payslips, your contract, timesheets, messages about your schedule. The conciliator works from what is in front of them, and an amount you can show beats an amount you can only describe. | | › | Three. Know which claims are covered. Unpaid wages, overtime, holiday pay and night differential all qualify. If your issue is final pay, the separate rule is 30 calendar days from your last day under DOLE Labor Advisory 06, series of 2020. | | › | Four. Check whether a wage order was ignored. DOLE issued unified guidelines this week to strengthen wage order compliance, so if a mandated increase never reached your payslip, that is now easier to raise and it belongs in the same request. | | › | Five. If the employer does not show up. After two summons without an appearance, DOLE issues a Certificate to File Action. That is not a dead end, it is a pass: it lets you go straight to the labor court without waiting the rest of the 30 days. |
Why it matters There is a deadline nobody mentions. Money claims from employment generally have to be brought within three years of when the pay became due, so a wage withheld in 2023 may already be out of reach while one from last year is not. If you have been putting this off because it felt like it needed a lawyer and money you do not have, that was never true, and the clock has been running the whole time.
