Magandang araw, kabayan. Two holidays land in the next two weeks and they follow different money rules. One of them can legally pay you nothing if you stay home. The other must pay you even if you do. Today's issue is the whole computation, plus three jobs we verified open this morning.

The advisory: DOLE's Labor Advisory No. 13-26, issued August 14, sets the pay rules for Friday, August 21 and Monday, August 31.
The trap: August 21 is a special non-working day. No work can mean no pay. August 31 is a regular holiday. You are paid even without work, if you show up the workday before.
If you are shorted: the free DOLE request that just recovered ₱59,000 for a security guard and ₱1.03 million for a retired plumber.

200% of your daily rate is the legal minimum for working Monday, August 31, National Heroes Day, a regular holiday under DOLE Labor Advisory No. 13-26 issued August 14, 2026.

DOLE just signed the pay rules for the two August holidays

The advisory is dated Friday. The holidays are Friday next week and the Monday after that. Labor Advisory No. 13-26 covers two days that sound alike and pay nothing alike. Friday, August 21, Ninoy Aquino Day, is a special non-working day: the no-work, no-pay rule applies unless your company policy says otherwise, and working it earns your basic rate plus 30 percent. Monday, August 31, National Heroes Day, is a regular holiday: you are paid 100 percent of your daily wage even if you stay home, provided you worked or were on paid leave the workday before, and working it pays 200 percent. Overtime on either day adds another 30 percent on the hourly rate for that day, and if the holiday lands on your rest day and you still work, the multipliers rise again, to 150 percent on the 21st and 260 percent on the 31st.

Why it matters  These are floors, not favors. The difference between the right rate and the usual shortcut is real money on one payslip, and it is claimable months later if you keep the payslip.

The Computation
Friday, August 21: special non-working day

This is the one that can pay zero. Ninoy Aquino Day follows the special-day rules. Did not work: no pay, unless a company policy, practice, or CBA grants it. Worked up to 8 hours: daily rate times 130 percent. Overtime: hourly rate on that day plus 30 percent. Worked and it was also your rest day: 150 percent for the first 8 hours. If your employer treats the 21st like an ordinary day on the payslip after you worked it, that is a shortfall, not a rounding error.

 
Monday, August 31: regular holiday

This is the one that pays even if you stay home. National Heroes Day follows the regular-holiday rules. Did not work: 100 percent of your daily wage, provided you were present or on leave with pay the workday before. Worked: 200 percent for the first 8 hours. Overtime: plus 30 percent on the hourly rate of that day. Worked on what was also your rest day: 260 percent. Daily-paid, monthly-paid, and piece-rate workers are all covered; the advisory spells out each formula.

The plumber kept his payslips. Twenty-six years of service, and when it ended, the retirement computation came back wrong. He filed the free request, brought the paper, and left with ₱1.03 million. Nothing about that required a lawyer, a connection, or luck. It required records and the correct multiplier, which is what today's issue is for.

Quick Hits
The wage-hike case is now at the Supreme Court. Workers' groups asked the Court on August 12 to lift the restraining order, lawmakers pressed the same question on August 14, and Labor Secretary Tolentino says DOLE will keep fighting for the ₱85 increase. Until the Court rules, your region's current minimum stays in force. Keep every payslip: if the order survives, the difference can be owed from the original effectivity date.
