The retraining program that just became permanentThe Department of Migrant Workers, DOLE, TESDA and OWWA signed a Joint Memorandum Circular that institutionalizes the expanded rollout of Kaalaman Tungo sa Kabuhayan, the skills-to-employment program for returning OFWs and their families. Read the word institutionalize carefully, because that is the whole story. K2K already existed as an initiative, which in practice meant it ran where a regional office had the budget and the partner to run it. A joint circular signed by all four agencies makes the rollout a standing commitment with shared rules across them, and it names families as covered, not just the worker who went abroad. Region XII · Teaching 33 returning OFWs received assistance to move into Philippine classrooms. On July 15 the DMW Regional Office XII in Koronadal City awarded financial assistance under the Sa Pinas, Ikaw ang Ma'am at Sir program. All 33 beneficiaries are licensed professional teachers who taught or worked abroad and are transitioning into the Philippine education sector. If you hold a PRC teaching license and you are coming home, SPIMS is the program name to say out loud at the regional office. Region VIII · Livelihood 30 beneficiaries finished financial awareness and small business management training. The Enhanced Livelihood Program for OFW Reintegration ran a seminar, a mentoring session, and a post-repatriation orientation for 30 people at the DMW Regional Office VIII. The point of the sequence is that the money follows the plan, not the other way around. ELPOR is the acronym to ask about if your plan is a small business rather than a job. Region VII · Cebu 46 returning workers trained in financial and business management in Cebu City. DMW Regional Office VII ran its second in-person Financial Awareness Seminar and Small Business Management Training in partnership with Pru Life UK. Of the 46 participants, 20 were applicants under the Enhanced Livelihood Development Assistance Program and 24 under Enhanced Balik Pinay, Balik Hanapbuhay. From January to July the agency assisted the repatriation of 1,293 Filipino trafficking victims, and about 89 percent of them had been pushed into forced criminality, not the job they were promised. The pattern is a recruiter with no license, a role that pays far above the market, and pressure to travel fast on a tourist visa. Verify the agency's license with the DMW before anyone gets a single peso. |
